Does the use of the 'remainder' regions make sense?
It is very difficult to choose a population base for comparing the rates of in- and out-migration together, since the population at risk of migrating can be very different in size.

In 2000, the population of Brazil and São Paulo was 169.590.693. São Paulo State (SP) comprissed 36.969.476 people and the reminder of Brazil was 132,621,217 people. During the period 1995-2000 São Paulo sent 735,517 out-migrants to the Remainder of the Country (RC). On the other hand, São Paulo received 991,313 in-migrants from the RC.
